L'évènement a été présidé par le gouverneur du Ouaddaï, le général Ramadan Erdebou, en présence de plusieurs responsables civils et militaires. A 9 heures, le gouverneur est arrivée à la Place de l'indépendance où il été accueilli par le commandant de la zone de défense n°2, le général de division Ali Abdellah Khatir. Après le passage protocolaire, le gouverneur a passé en revue les troupes constituées des différents corps des forces de défense et de sécurité, à savoir la gendarmerie nationale, l'armée nationale, la garde nomade, l'armée de l'air, la force mixte Tchad-Soudan, la police nationale, la police municipale et les anciens combattants. Le gouverneur et le commandant de la zone de défense n°2 ont ensuite déposé des gerbes de fleurs au monument aux morts. Un gigantesque défilé militaire de plus d'une heure a eu lieu au rythme de la fanfare municipale.
