China has secured the top spot in the World Intellectual Property Organization's (WIPO) 2026 ranking of the world's top 100 innovation clusters, accounting for 25 hubs and ranking first globally for the fourth consecutive year.

The Shenzhen-Hong Kong-Guangzhou, Beijing, and Shanghai-Suzhou clusters all placed among the global top 10, according to the report, which evaluates regions based on international patent filings, scientific publications, and venture capital activity.

This sustained leadership reflects years of targeted strategic investment in coordinated regional technology development. Regional networks now serve as a primary pillar of China's national innovation framework, driving the country's push to become a leading global science and technology power.

In the Beijing-Tianjin-Hebei region, coordinated policies have accelerated collaborative development. Beijing acts as the core research and development engine, while Tianjin and Hebei focus on translating research findings into industrial applications.

Similarly, integrated development across the Yangtze River Delta has strengthened ties among innovation hubs along the G60 Science and Technology Innovation Corridor, establishing a cross-regional platform spanning nine cities.

These enhanced regional synergies have created a robust innovation ecosystem characterized by multi-hub collaboration and shared resources.

Beyond sheer numbers, the rankings highlight a comprehensive upgrade across China's broader economic and technological landscape. Innovation clusters leverage dense networks connecting research institutions, enterprises, talent, and capital. In recent years, China has accelerated the commercialization of scientific breakthroughs to foster new quality productive forces, transforming many ranked clusters into powerhouse industrial hubs.

For example, Wuhan in central China's Hubei province—ranked 17th globally—saw the value added of its large industrial enterprises in high-tech manufacturing surge 65.7 percent year-on-year in the first half of the year, driven by rapid growth in optoelectronics and information technology. Meanwhile, Ningde in Fujian province climbed 24 places in the global rankings, propelled by cutting-edge advancements in its power battery sector.

This reinforcing cycle between research and industrial development is empowering emerging industries to scale rapidly within these regional clusters.

China's dominance in the global innovation rankings is also expanding opportunities for international partners. An increasing number of foreign enterprises are choosing to conduct R&D within these clusters. In the first seven months of the year, foreign applicants filed more than 42,000 invention patent applications in China. Furthermore, in 2025, utilized foreign investment in scientific research and technical services accounted for nearly 20 percent of China's total utilized foreign investment.

Beijing has also emphasized openness and international cooperation. In the first half of the year, Chinese developers of innovative drugs signed 81 licensing agreements with overseas partners, while domestically manufactured industrial robots were exported to 141 countries and regions.

As Carsten Fink, WIPO's chief economist, noted, Chinese innovation is pushing the frontiers of global science and technology across an expanding array of fields, delivering benefits to economies worldwide as global innovation resources increasingly converge on the country's thriving clusters.
