# China Expands Global Access to AI-Powered MAZU Weather Warning Initiative

At the opening ceremony of the 2026 World AI Conference and High-Level Meeting on Global AI Governance, Chinese President Xi Jinping announced that China will enable 30 countries to use the AI-powered meteorological warning system, MAZU, to safeguard communities worldwide.

The announcement underscores China's commitment as a major global player to advancing international AI development and strengthening global capacity-building.

"The exhibition hall has been packed from opening to closing every day. Everyone is here to learn about MAZU," a staff member at the conference's meteorology exhibition area told People's Daily, reflecting growing international recognition of the system.

As climate risks intensify and extreme weather events become more frequent, insufficient early warning capacity remains a critical vulnerability in disaster prevention across many developing countries.

To address this challenge, China launched the MAZU (Multi-hazard, Alert, Zero-gap, Universal) intelligent meteorological early warning initiative in July 2025, supporting the United Nations' Early Warnings for All initiative.

The initiative aims to build a global early warning network featuring multi-hazard monitoring, seamless coverage, and universal accessibility, helping bridge disaster mitigation disparities among nations.

Driven by its strong conference presence and expanding international deployment, MAZU continues to attract global attention. The achievements unveiled in 2026 explain how this Chinese solution has crossed borders to benefit countries worldwide.

Advanced technology backed by comprehensive support services forms the foundation of MAZU's global reach. The initiative integrates data from China's Fengyun meteorological satellites with AI weather forecasting models to deliver high accuracy.

During the conference, China released the MAZU-FengYun Satellite AI Box and delivered MAZU - Djibouti 2.0 to Djibouti, enhancing local operational capabilities. Furthermore, through professional training programs, scholarships, and academic exchanges, China has provided technical guidance to nearly 1,000 professionals from over 100 countries and regions.

China's robust AI industrial ecosystem provides vital support for MAZU's continuous upgrades. In 2025, China's core AI industry exceeded 1.2 trillion yuan ($177.36 billion), while the industrial AI adoption rate surpassed 80 percent. Supported by advanced computing infrastructure and large-scale applications, MAZU possesses the industrial foundation required for global deployment.

An open and cooperative approach further drives MAZU's international impact. At the conference, China unveiled Fenghe, a large language model-based meteorological service system, launching its global open-source initiative. It also established a China-Thailand joint laboratory for intelligent weather disaster prediction.

Meanwhile, representatives from 29 countries signed an agreement to establish the World Artificial Intelligence Cooperation Organization (WAICO), alongside the release of China's AI Cooperation and Development Action Plan, fostering inclusive global AI governance.

At its core, the MAZU initiative serves human welfare and the common good. Focusing on the urgent needs of developing countries, the system has supported flood emergency responses in Pakistan and helped meteorologists forecast major sandstorms in Mongolia.

To date, MAZU has been deployed on the ground in seven countries and provides cloud-based services in more than 40 nations, emerging as a vital international public good for the Global South.

For centuries, Mazu, the revered sea goddess in Chinese culture, has symbolized protection for travelers. Today, the technological MAZU safeguards lives and livelihoods worldwide, maintaining its underlying spirit of protection, public service, and mutual assistance.

Through inclusive technological innovation and international cooperation, China is helping narrow global disaster preparedness gaps while contributing Chinese expertise to global climate governance.
